Huelgas are a common phenomenon in some Latin American countries:

Se avecina dentro de tres días una huelga de médicos.
Within three days there's going to be a doctors' strike.

If you see a sign anywhere saying en huelga, it means the workforce in the place is on strike.

Estar en huelga or Hacer huelga are the phrases used for to be on strike, and declararse en huelga is to go on strike:

Los profesores quiteños harán huelga durante una hora.
Quito teachers will strike for an hour.
Los bailarines se declararon en huelga.
The dancers went on strike.
