This fork is dirty.

If a restaurant or event advertises itself as tenedor libre, it means ‘buffet’ or ‘eat as much as you like’:

auténtica gastronomía árabe: tenedor libre $12
genuine Arab cuisine: eat as much as you like for $12

Hispanic countries use a system of ‘forks’ rather than stars to rank restaurants, and you may come across this in tourist guides. Un restaurante de cinco tenedores is the top classification.
