Small fish revolution

"The big fish eats the small", they said, all was well.

But one day, a small fish rebelled; not take any more and called on other small fish and said, "Enough! We will not allow the big fish keep eating the small fish. We must do something! ".
"We will attack! Said one. "You're crazy," said another.
"We would die, before we try."
"I think - said a third - that we must devise a formula acceptable to all. Something must be done. "
"Already I have," said a fourth. "I have the formula. We need to invent the law ... The laws will be respected by the big fish and the small fish. This will end the abuses and arbitrariness of the big fish. "
In accordance with the statements, the head of the small fish called the biggest of the big fish and told him everything that was happening.
He spoke of the great concern of small fish and the need for laws.
The big fish, in turn, called the other big fish and sent them the message of the eager little fish.
Big fish, after several consultations, and much thought, they said yes, but on one condition: they, the big fish, the law would otherwise, repress terribly small fish.
