Fact of the Day: FBI Ten Most Wanted List

The FBI's "Ten Most Wanted Fugitives" list began in 1950 to draw national attention to dangerous criminals who had avoided capture. The idea for the list came about in 1949 when a reporter asked the FBI for a list of names of the most dangerous criminals that the FBI was looking for. The story created so much positive press that J. Edgar Hoover, director of the FBI at the time, implemented the "Ten Most Wanted Fugitives" list. The fugitives on the list are not ranked in any type of order. Thomas James Holden was the first person to make the fugitive list in 1950 and was arrested in 1951. The first woman to make the list was Ruth Eisemann-Schier in 1968 and she was arrested in 1969. A fugitive must meet certain criteria to make the "Ten Most Wanted Fugitives" list. When a fugitive no longer meets the criteria, is captured, or has the charges against him or her dropped, the fugitive's name is removed from the list and replaced with a new one.
