La balanza refers to scales that you weigh things in:

una balanza de cocina
kitchen scales
la balanza de baño
bathroom scales

When you need to weigh the pros and cons of something, you use the phrase poner en la balanza:

Hay que poner las cosas en la balanza y decidir hacia dónde tirar.
We need to weigh things or weigh things up and decide which direction to go in.

There’s another idiom using la balanza which is very similar to English: inclinar la balanza a favor de to tip the scales in favor of:

El apoyo del gobierno ha inclinado la balanza a favor de este jovencísimo candidato.
The support of the government has tipped the balance in favor of this youthful candidate.
